#ProjectYOUth is Postbank’s youth banking program for children and young people aged 7 to 26, offering tailored banking solutions for every stage of life.
Eurobank Bulgaria AD (the "Bank", "Postbank") issues contactless international Visa Classic and Debit Mastercard debit cards (the "Card") under its youth program Project YOUth (the "Program") to individuals aged 7 to 26, as follows:
a) to children aged 7 to under 14 – as a personalized supplementary card linked to the Bank account of their parent or legal guardian;
b) to minors aged 14 to under 18 – as a personalized supplementary card linked to the Bank account of their parent or legal guardian;
c) to minors aged 14 to under 18 – as a personalized primary card linked to their own account opened with the Bank, intended for receiving scholarships or other funds earned through the cardholder's own work, as well as funds provided to cover everyday expenses and ordinary day-to-day transactions;
d) to adults aged 18 to under 26.
The agreement is signed at a Postbank Financial Center:
a) for a supplementary card issued to a child or minor - by the account holder, who is also the parent/legal guardian of the cardholder, and the Bank;
b) for a primary card issued to an adult - by the Bank and the account holder, who is also the cardholder.
The Program is governed by the General Terms and Conditions of Eurobank Bulgaria AD for the Issuance and Use of Debit Cards, the General Terms and Conditions for Opening, Maintaining and Closing Bank Accounts for Individuals of Eurobank Bulgaria AD, the General Terms and Conditions of Eurobank Bulgaria AD for the Postbank Web Internet Banking Service for Individual and Corporate Clients, the General Terms and Conditions of Eurobank Bulgaria AD for the Use of ONE wallet by Postbank, the Terms and Conditions of Eurobank Bulgaria AD for the Use of Bank Cards through a Mobile Electronic Wallet, as well as the current Tariff of Fees and Commissions applied by Eurobank Bulgaria AD for services provided to individual customers. These documents are available on a durable medium, within the meaning of §1, item 8 of the Supplementary Provisions of the Payment Services and Payment Systems Act, on the Bank's website at www.postbank.bg.
When payment transactions are carried out with a Project YOUth debit card (the "Card"), the limits applicable under the Program are those specified in the Bank's current Tariff of Fees and Commissions for Individual Customers (the "Tariff"). Payment limits apply collectively to both transactions at physical POS terminals and online payments. The account holder to whose account the Card has been issued—or, where the Card has been issued to the young customer's own account, with the consent of their parent or legal guardian, who also signs the relevant documentation - may submit a written request to the Bank to set individual card limits. Under no circumstances may such limits exceed the maximum limits established by the Bank in the current Tariff. If no individual limits are requested, the standard limits set out in the current Tariff shall apply.
The fees and commissions applicable to the Project YOUth debit card (the "Card"), the account to which it is linked, and all transactions carried out through the account and/or the Card are those specified in the current Tariff. Any amendments to the Tariff shall become binding as of their effective date. The Bank notifies its customers of such amendments by displaying notices in its Financial Centers and on its website at www.postbank.bg.
The Bank and the account holder conclude an Agreement for the Use of Digital Services under the Project YOUth Program (the "Digital Services"). Where expressly agreed in the Agreement, the cardholder may:
perform remote electronic payment transactions for the purchase of goods and services on the Internet (online purchases);
register a personal profile for the Postbank Web Internet Banking service and the Postbank App Mobile Banking service, with limited rights to view the available balance and card transaction history;
request and activate m-Token Postbank to authenticate the cardholder's identity and confirm consent when performing remote electronic payment transactions for online purchases with the Card;
where the Card meets the eligibility requirements for registration in Apple Wallet on iOS devices, digitize the Card and use it to make payments through Apple Wallet.
A minor cardholder may register for and use the Bank's mobile electronic wallet, ONE wallet by Postbank, by digitizing an active debit card issued under the Project YOUth Program (the "Card"). Upon registration, an electronic money account in euro is opened in the cardholder's name for the storage of electronic money issued by the Bank at face value upon receipt of the corresponding funds into the electronic money account. A digital card linked to the electronic money account is issued to enable remote access to the stored electronic money. The cardholder may perform contactless payments and other operations available through ONE wallet by Postbank, up to the available balance in the electronic money account and within the limits established under the Project YOUth Program.
The Bank's General Terms and Conditions for the Issuance and Use of Debit Cards, the General Terms and Conditions for the Internet Banking Service, and the Terms and Conditions for the Use of Bank Cards through a Mobile Electronic Wallet shall also apply. These documents are available on the Bank's website at www.postbank.bg and in its Financial Centers. If the Project YOUth cardholder and/or their parent or legal guardian do not wish to use the Digital Services provided under the Project YOUth Program, this may be declared when concluding the Project YOUth account agreement or at any time during its validity by submitting the Bank's standard written opt-out form.
The Bank reserves the right, at its sole discretion, to restrict purchases of goods and/or services made with a Project YOUth debit card (the "Card") where it considers such purchases inappropriate for the cardholder's age. To this end, the Bank may block transactions with merchants whose registered business activity (identified by their Merchant Category Code (MCC)) includes, but is not limited to, the sale of alcohol, tobacco products, gambling services, weapons, or other age-restricted goods or services.
For transactions carried out with a Project YOUth debit card (the "Card"), the account holder may request SMS or other electronic notifications to be sent to a mobile phone number. The service is requested by the account holder to whose account the Card has been issued. Where the account holder is a minor cardholder, the consent of their parent or legal guardian, who also signs the relevant documentation, is required.
