Yes, the debit card can be shipped to an address outside the Republic of Bulgaria.

The fee for this service is 105.00 euros.

The blocked amount may be the result of recent authorization transactions on your debit card that have not yet been posted. Once these transactions are posted—which generally takes place within a week—the amount will be released.
